Certificate of Occupancy

As to the issuance procedure of certificates of occupancy, first a file must be formed and the required documents must be submitted, including the original and photocopy of the deed, the original Birth Certificate, the deposit slip of the renovation levies payment for the current year, and the owner(s) must approach in person or represented by their agents on showing valid powers of attorney. The supervisor engineer must show the day-to-day reports. After this phase, the inspection reports of the supervisor engineer must be entered. The current status of the building is usually reported together with the building violations, and the blueprint of the property’s location is drawn, followed by the floor plan and the façade. Then it comes to the determination of violations. If there are no violations, the file is sent to the calculations phase, which includes the levies payment deposit slip, the supervisor engineer’s report on completion and the building completion sheet. The building completion sheet phase includes the draft certificate of occupancy and approvals of the head of inspection. However, if there are building violations, they will be examined by the internal commission or article 100 commissions. The approvals of the head of inspection, Urban Development Assistant and the municipality are issued subsequently and submitted to the secretariat of the municipality of the respective district.

As to the issuance of the certificate of occupancy for the apartment, first the required documents must be prepared, which include the original and photocopies of the deed, the original and photocopies of the Birth Certificate and renovation levies payment deposit slip and a copy of the property’s certificate of occupancy. The owner(s) or their legal representatives must approach in person, showing valid powers of attorney. After this, the aforementioned procedure is to be completed, that is forming a  file, inspection by the municipality, detailed plan and the floor plan and façade, calculations, draft, approvals, of the head of technical inspection and Urban Development Assistant and the municipality. Please note that the validity of the certificate of occupancy is unlimited. Therefore, if it contains defects or inconsistencies when it is submitted, it will be declared to the technical inspection unit for such defects and inconsistencies to be corrected, and issued.

The families of war veterans and martyrs may go to the special representative based in the municipality. They will also be entitled to discounts in the levies of issuance of permits for the individual apartment units. Families of war martyrs will be allowed a 70% discount per apartment in the levies of permit issuance and the disabled war veterans will be entitled to discounts in proportion to the degree of disability, and the prisoners of war in proportion to the number of years they had been kept prisoner.
